Extension of Call for Expression of Interest and Proposal for Consultancy Services Under The GEF-UNIDO Nigeria Project

The Manufacturers Association of Nigeria (MAN) is a national industrial association serving and representing over 3,000 manufacturing companies in the private sector. With its corporate headquarters in Lagos, a liaison office at Abuja and sixteen branches nationwide, MAN has become a force to be reckoned with and serves as an umbrella for coordinating the activities of manufacturers. MAN is interested in advocating conducive operating environment for manufacturers and acts as a central point of reference for consultation with government on economic, industrial, trade, investment, energy policies, etc. The role of MAN as the Project Secretariat, is being performed by the Project Management Unit (PMU), which include overseeing and facilitating the day-to-day management of implementation of the Project. Project Implementation Partners include the National Steering Committee (NSC), IEE and RECP working groups, domicile in Energy Commission of Nigeria (ECN) and Federal Ministry of Environment (FMEnv) respectively; existing academic, research and training centres; Standards Organization of Nigeria (SON); Bank of Industry (BoI) and other strategic stakeholders to ensure the technical assistance packages are well-supported.

The project “Improving Nigeria's Industrial Energy Performance & Resource Efficient Cleaner Production through Programmatic Approaches & the Promotion of Innovation in Clean Technology Solutions (NGN IEE-RECP Project)” aims to

  • Accelerate the adoption of industrial energy efficiency (IEE);

  • Improve enterprise environmental performance under the wider umbrella of Resource Efficiency and Cleaner Production (RECP) best practices and innovative approaches within selected Small, Medium and Large industrial enterprises in Nigeria.

  • Inculcate industrial energy efficiency and optimization, materials, water and chemicals efficiency and cleaner production

  • Contribute to environmental sustainability, increased energy access and industrial financial improvement.

  • Deploy and institutionalize UNIDO’s well proven EnMS/ESO/ISO 50001 Series project approach in the industrial sector in Nigeria.

  • Offer an integrated assistance package, which aims at creating a vibrant local market for energy efficiency EnMS and ESO services and investment.

  • Demonstrate the importance of ISO 50001 and the 14000 series with pilot projects in target sectoral groups.

  • Nationalize and deploy UNIDO’s standard RECP Technical Assistant package which entails the continuous application of preventive environmental strategies to processes, products and services in order to increase efficiency and reduce risks to humans and the environment.

Under the thematic area of Industrial Energy Performance, the Project will deploy and nationally institutionalize UNIDO's well-proven EnMS/ESO/ISO 50001 Series project approach to be adapted to industrial sector conditions in Nigeria. The Project will offer an integrated assistance package, which aims at creating a sustained and vibrant local market for energy efficiency, EnMS and ESO services and investment through the following measures: improving policy, regulatory, and financing frameworks; strengthening institutional capacity; building technical capacity focusing on (i) EnMS, based on the ISO 50001 standard, and (ii) ESO, as well as establishing demonstration pilot projects and mechanisms for scaling up investments (particularly in ESO measures).

Regarding the thematic area of RECP, the Project will deploy and nationally institutionalize UNIDO’s RECP and ISO 140001 TA package which entail the continuous application of preventive environmental strategies to processes, products and services in order to increase efficiency and reduce risks to humans and the environment. RECP addresses three sustainability dimensions individually and collectively through the following: (i) Production efficiency, which emphasizes the optimization of productive use of natural resources- materials, chemicals, energy and water; (ii) Environmental management, which deals with the minimization of impacts on environments and nature through the reduction of waste and emissions; and (iii) Social enhancement, which targets the minimization of industrial/chemical risks to the well-being of workers and communities.

The project consists of six (6) distinct implementation components that will primarily [but not exclusively] target the following sectoral groups: (i) Food and Beverages; (ii) Basic metal, iron and steel, and ; (iii) Petrochemicals; (iv) Textiles; and (v) Wood and Furniture; within the industrial zones (Lagos, Ogun, Warri, Asaba/Onitsha, Aba, Port Harcourt, Calabar, Kano, and Kaduna) in the country.

In the light of the foregoing, the Project Management Unit (PMU) hereby invites eligible consultants with proven competence to submit “Letter of Expression of Interest” to provide consultancy services in IEE, RECP and Quality management.

Duration: One (1) year.

Scope of work

  • Develop a technical and financial proposal for the execution of this assignment.

  • Develop an activity-based implementation workplan.

  • Support international experts to domesticate identified methodologies for the project. 

  • Liaise with PMU in all activities under this project.

  • Support in implementation of capacity building and training programs.

    I'm excited about this development, having been involved in recommending the establishment of RECP Centre for the Federal and State governments as President of ARSCP, a Technical Arm of UNEP in 2016, successful Implementation of the program will definitely bring life back to many industries that have relocated outside Nigeria..
